As per the decision of the Ministry of Education, Science, and Technology (MoEST) dated 2081/01/12 and the information from the Ministry of Federal Affairs and General Administration (Local Level Coordination Section) in Letter No. 333 dated 2081/01/11, all local levels are requested to take necessary action in the following matters in order to make the student enrollment campaign in the academic year 2082 effective and to ensure the educational rights of out-of-school children, the marginalized, and the underprivileged:

1. Regarding the student enrollment campaign for academic year 2082:

a. As per Rule 49(4) of the Education Regulation, 2059 (with amendments), the provision “No student shall be barred from enrollment even if a teacher appointment has not been made” should be implemented strictly in all schools.

b. According to Rule 49(4), schools are permitted to operate with only one teacher for up to two academic years. Therefore, necessary management should be done to run schools with even one teacher.

c. In cases where schools have been closed due to lack of teachers, the local level should immediately make arrangements to run those schools. Priority should be given to resuming the schools that had been closed, particularly focusing on ensuring access to education for out-of-school children, the marginalized, and those in need. Teachers under the “School Enrollment Campaign for All Children” and “Ensuring Quality Education” initiatives should be mobilized accordingly.

d. In collaboration with social mobilizers, child development centers, and schools, identify all children who are out-of-school and ensure their enrollment. Based on the information collected, take action as per local education planning, including identifying students outside school and making the required arrangements.
